I understand that apps like PPStream have regional restrictions…. for example Hollywood movies can't be viewed in NZ etc and it's pretty much restricted to Chinese content. But do we think that PPStream will fall foul of the law even though you cannot download to save the file to your pc ONLY view?

Might need to be careful with PPStream. From the translation, it seems to be a type of P2P TV in which case it may well be covered by the new law. There was also some kind of app that needs to be downloaded which is again likely to make it fall within the definition of "files sharing" and therefore within the new law.
Unfortunately I couldn't find an adequate English translation of the website to say more.
